When most Atlantic City casinos reopen in time for the July 4th weekend, gamblers will be under a host of special regulations aimed at protecting guests and staff from the coronavirus.
Among the most significant change, casinos will also be barred from offering indoor dining or drinking after Gov. Phil Murphy announced Monday he would postpone the next step of the state’s reopening plan. So far, only the Borgata Hotel Casino & Spa has said it would not reopen in time for the weekend because the company said it would be unable to provide guests with the “special experience” they expect.
“The health and safety of our employees and guests are at the center of all that we do, and although we respect the decision we regret that we are unable to welcome back the thousands of employees who are anxious to return to work. We look forward to a time when it is safe to welcome everyone back,” Borgata owner MGM Resorts International said in a statement Monday.
Other Atlantic City casinos were scrambling to find alternative dining and drinking options for visitors, representatives told NJ Advance Media on Tuesday. At the Hard Rock Hotel & Casino, restaurants will provide takeout and room service when it opens Thursday. The Ocean Casino Resort’s restaurants will also offer takeout and a food truck for outdoor dining daily.
The state Division of Gaming Enforcement adopted “as the baseline and minimum standards” the reopening protocols recommended by the Casino Association of New Jersey, in collaboration with AtlantiCare Health System and UNITE 54, the union representing many casino workers.
“The Atlantic City casino industry is closely monitoring government policy changes, Centers for Disease Control and Prevention (CDC) guidelines, OSHA guidance, government mandates, and public health advisories and will continue to make changes as necessary or appropriate to these baseline protocols. We are committed to weekly monitoring of regional healthcare metrics, data, and forecasts,” officials said in the 13-page document.
Here’s a look at some of the state rules covering how casinos will operate under that plan:
Before opening:
All casino hotels must clean and disinfect property in line with federal Centers for Disease Control and Prevention guidelines. Guest rooms used since the closures March 16, will be “thoroughly cleaned,” according to the state’s plan.
Capacity limits and guests:
Casinos will have a 25% limit on capacity, according to the regulations. Guests must wear masks in all public areas of the casino hotel complex and signs will be posted around the building about masking rules as well as CDC guidelines for preventing the illness.
Smoking as well as eating or drinking indoors will be prohibited, the regulations state.
“Guests not adhering to physical distancing and any other requirements will be advised of the requirements, and warned that, if they continue to disregard the requirements, they will be asked to leave the casino hotel complex,” according to the reopening protocols.
Showing symptoms:
The protocol details responses for how hotel staff should react to someone possibly infected with COVID-19 or otherwise showing symptoms. People with minor symptoms and seeking help will be given a mask and directed to leave the casino, return home or to a medical facility. In more severe cases, casino staff will alert emergency responders. Managers must also create a list of staff who were exposed to the person and monitor their conditions for two weeks to help with any possible contact tracing.
Protection for gamblers and staff:
For table games, each casino licensee will require one vacant position at a table between a single guest or group of guests who are together, according to the document, which spells out a range of directives for specific games and player limits.
“Within those player limits, each casino licensee shall remind unrelated players/guests to keep physically distant from each other by positioning themselves, either seated or standing around a table, with equal distant spacing between them,” the document states. “For games where cards are dealt face up and guests are not permitted to touch the cards, such as low-limit blackjack and low-limit baccarat games as determined by the casino licensee, cards shall be sanitized or replaced daily.”
The plan includes cleaning standards for gaming area, including that all table games have Plexiglas or glass barriers installed by July 16 between the dealer or game operator and the guests. Before July 16 or before the glass is installed, the dealer or game operator will wear a face mask and face shield while working at the table.
“Each casino hotel complex shall assign security or other personnel to ensure guests do not congregate in groups around table games,” the plan stated.
Spacing will also be required at gaming machines, according to the document. Even dice will be sanitized between shooters.

Casino hotels will implement a range of added cleaning procedures for rooms, with a focus on the “high touch areas” including light switches, TV remotes, door handles, and elevator buttons.

“Buttons utilized by guests and other high-touch surfaces on self-service ice machines and vending machines shall be cleaned and disinfected no less than every eight hours. Hand sanitizer should be made available, and signage should be posted recommending that guests utilize same prior to touching these high-touch surfaces,” according to the plan.
